LGC: Change of 2023 residual cash dividend payment

Reason: Because 30/09/2024 is the end of the quarter, the Company needs time to reconcile revenue, arising expenses and profits of projects with the funding bank. Therefore, mobilizing funds for dividend payment as planned is difficult, the Company needs more time to balance funds so as not to affect the Company's production and business activities.
