- Execution rate: 10:1 (shareholders are entitled to 1 right for each share that they own and to buy 1 new share for every 10 rights).
- Principle of rounding, handling fractional shares and unsubscribed shares (if any):
Example: shareholder A who owns 131 shares on the record date is entitled to exercise rights. Shareholder A is entitled to buy 13.1 shares (131:10=13.1 ). After rounding down, shareholder A is entitled to buy 13 shares.
+ The fractional shares are rounded to the whole number, the unsubscribed shares will be authorized to the Board of Directors (BOD) to offer to other parties (including the Company's shareholders wishing to increase share ownership) with offering conditions, rights, obligations not more favorable than that offered to existing shareholders (the offered price is not lower than 10,000 VND/share)
+ Fractional shares arising from rounding are subject to transfer restriction.
+ The shares distributed to other parties due to shareholders' refusal to subsribe or non-payment are subject to transfer restriction within 1 year in accordance with clause 2 Article 42, Decree no.155/2020/NĐ-CP dated 31st December 2020 and other provisions of clause 2 Article 195, 2020 Enterprise Law and other prevailing laws.

In case expiration of share distribution as prescribed by law (including the extension period (if any)), if there are still undistributed shares, these shares will be removed and the BOD will decide to close the offering.

- Regulations on rights transfer:
+ Time period for right transfer: from 1st August 2023 to 14th August 2023.
+ Purchase right can be transferred once only.
- Regulations on subscribed shares:
+ Time period for subscription and payment: from 1st August to 21st August 2023
+ Subscribed shares are freely transferable.
- Place for implementation:
+ The holders whose shares have been deposited have to make transfer of purchase right, subscription and payment at the depository member where they opened depository account.
+ The holders whose shares have not been deposited will make right transfer, subscription and payment at Petrolimex Nghe Tinh Transportation and Service Joint Stock Company, hamlet 13, Nghi Kim commune, Vinh city, Nghe An province

Schedule of processing rights issue by Depository member is detailed in the attached file.
Depository members (DMs) are requested to compare the securities holders’ information in the List generated and sent in the form of Certificate of Authorization by VSD with the information managed by DMs then send Confirmation (Form 03/THQ) in the form of Certificate of Authorization on the accuracy of the list of shareholders (For DMs who have not completed the connection to VSD’s terminal-based gateway/ISO-based gateway or where the connection has been disrupted, the Confirmation with Certificate of Authorization shall be sent to thongbaoxacnhan@vsd.vn). In case of rejection due to data errors, VSD's members are requested to send written notice on details of errors for necessary correction.
Deadline for sending confirmation: by 10:30 pm, 26th July 2023.
If DMs do not send confirmation document by the above deadline, VSD will consider the list provided to DMs by VSD accurate and confirmed. In case of arising disputes and losses to shareholders, DMs will have to bear all the related responsibilities.
DMs are requested to fully inform this notice to each investor who has deposited the above shares at DMs within 3 working days from the date on the notice.
